Ingredients

For the Pasta and Beef:
12 oz penne or rigatoni pasta
1 lb ground beef (or thinly sliced steak-style beef)
1 tbsp olive oil
1 medium onion, thinly sliced
1 green bell pepper, sliced
1 red bell pepper, sliced
2 cloves garlic, minced
1 tsp salt
½ tsp black pepper
1 tsp Italian seasoning

For the Cheese Sauce:
2 tbsp butter
2 tbsp all-purpose flour
2 cups milk (whole milk preferred)
1 cup shredded provolone cheese
1 cup shredded mozzarella cheese
½ cup grated Parmesan cheese
Salt and pepper to taste

For Topping:
½ cup additional shredded mozzarella
¼ cup provolone slices or shreds
Fresh parsley, chopped (optional for garnish)


Instructions

Step 1: Cook the Pasta
Bring a large pot of salted water to a boil.
Cook pasta until al dente, according to package instructions.
Drain and set aside.

Step 2: Sauté the Vegetables and Beef
In a large skillet, heat olive oil over medium heat.
Add onions and bell peppers, and sauté for 5-7 minutes until softened.
Add garlic and cook for another minute.
Push veggies to the side and add the ground beef. Cook until browned, breaking it up as it cooks.
Season with salt, pepper, and Italian seasoning.
Mix everything together and remove from heat.

Step 3: Make the Cheese Sauce
In a saucepan, melt butter over medium heat.
Whisk in flour and cook for 1 minute to form a roux.
Gradually whisk in milk, stirring constantly until smooth and thickened (about 3-5 minutes).
Remove from heat and stir in provolone, mozzarella, and Parmesan until melted.
Season with salt and pepper to taste.

Step 4: Combine and Assemble
Preheat oven to 375°F (190°C).
In a large mixing bowl or directly in the pot, combine cooked pasta, beef mixture, and cheese sauce.
Stir until everything is well coated.
Transfer to a greased 9×13-inch baking dish.
Top with additional mozzarella and provolone cheese.

 

Step 5: Bake
Bake uncovered for 20-25 minutes, or until cheese is melted and bubbly.
For a golden top, broil for an additional 2-3 minutes.
Remove from oven and let rest for 5 minutes before serving.
Garnish with fresh parsley if desired.

Notes

Use Al Dente Pasta – It will finish cooking in the oven and hold its shape.
Layer Flavors – Don’t rush sautéing the onions and peppers—they add essential sweetness and depth.
