Ingredients
For the Brownie Base:

- 2 teaspoons vanilla extract
- ¼ cup water (or as directed on the brownie mix box)
For the Cookie Dough Layer:
- ½ cup unsalted butter, softened
- ½ cup granulated sugar
- ½ cup brown sugar, packed
- 2 tablespoons milk
- 1 teaspoon vanilla extract
- 1 cup all-purpose flour (heat-treated to kill any bacteria, or use a flour that is labeled as heat-treated)
- ½ teaspoon salt
- ½ cup mini chocolate chips (or regular chocolate chips)
Instructions
Step 1: Prepare the Brownie Base
- Preheat the oven to 350°F (175°C) and grease or line a 9×9-inch baking pan with parchment paper.
- Prepare the brownie mix according to the package instructions, typically mixing the oil, eggs, vanilla, and water with the brownie mix.
- Pour the brownie batter into the prepared pan, spreading it evenly.
- Bake for 20-25 minutes, or until a toothpick inserted into the center comes out with just a few moist crumbs (it should not be completely clean).
- Remove from the oven and let it cool completely in the pan on a wire rack.
Step 2: Make the Cookie Dough
- In a large mixing bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.
- Add the milk and vanilla extract, and mix until combined.
- Stir in the flour and salt until well incorporated.
- Gently fold in the mini chocolate chips.
- Note: Do not bake the cookie dough, as it’s meant to be raw and safe to eat (using heat-treated flour eliminates any risk).
Step 3: Assemble the Cake
- Once the brownies have cooled completely, spread the cookie dough evenly over the top of the brownies.
- Press the dough down gently so it adheres to the brownie layer.
Step 4: Chill & Serve
- Place the assembled cookie dough brownie cake in the refrigerator for at least 1 hour to firm up the cookie dough.

✔ Use Heat-Treated Flour – To make the cookie dough safe to eat raw, use heat-treated flour or bake the flour at 350°F for 5-7 minutes to kill any bacteria.
